Yes, you can use a phone still being paid for and yes, it is possible ATT could block it if the previous owner stops paying for it but that rarely happens. ATT will not unlock the phone until it is paid for. The bigger risk, in my opinion, is the previous owner reporting the phone lost or stolen. In that case, it will be blocked for use on any network.

i Thought once I activated it they cant block it if the owner doesn’t pay , is that true ? If not does that mean they can cut my service off once they block it ?

Like I said, it is very rare for ATT to block an unpaid phone from working but we have heard of it happening. It would only be the phone, not your service.
