Can I order a phone on one line but connect it to another?
If I was to order a phone because I have an upgrade on one of my lines could I order it off of that line but actually connect it to a different number? Like ln the same plan but a different line?

Sure you can. Once you get the phone it is yours to do with whatever you want, use it on another line, sell it, give it away, whatever. Of course the line that orders the phone will have to complete any payments or contract requirements but there is no requirement that the line ordering the phone actually has to use the phone.
