Buy one get one iPhone
We have been loyal customers for MANY years and were told about the AT&T loyalty department. We want to do the buy one get one free phones but we were told we had to upgrade a line or add Direc TV etc. We don't need either of those so we can't get the deal. We also just want to buy the phones outright. Is there an actual way to do this and stay AT&T customers. We have liked our service and would like to stay, but if we have to switch to get this deal we will have to. Our phones are "dying" as we would say and we are kind of stuck. Can someone give me insight?

No, there is no way of getting a free phone without meeting the requirements. Yes, you can buy new phones outright but you will pay for both. I guarantee the loyalty department will not bend the rules just for you.

The BOGO requires you use installments at least on the “get one” phone and add a new line for that free phone. (Adding a line negates saving unless your willing to cancel an old line). BOGO is probably out.
If you are on a current plan, with flat $20 line fees, no out of contract discount, you want to pester them for a contract, discounted phone. You will have to be willing to leave if you don’t get the deal or you have no leverage.
Since ATT claims it doesn’t offer contracts, but then quietly does, it’s a crap shoot if they will or won’t buckle.
