Contact Apple. ATT (or any carrier) has nothing to do with your Apple account and ID.

If Apple suspects your account has been hacked it will suspend it. You'll get a message that your account is "locked for security reasons", here's how to get back into your Apple account: https://www.howtoisolve.com/apple-id-is-disabled-locked-on-iphone-ipad/
