after annother denial they said IMEI is not compatable with ATT -

Your unlock request was denied because the IMEI number doesn’t match a device that’s compatible with the AT&T network.
Check the IMEI number by dialing *#06#, or check the device settings, and then submit a new request.
Same issue here.

after reading through the blog here - i have stopped using my @gmail.com email account and are using @me.com - @Me.com -

SOLUTION FOUND!!!!!
back up phone -
do a factory reset -
make sure new sim card is in
viola - done!
