3 Gen Watch msg issue

When  I purchased a watch for my wife I was told that there would be a separate number for the watch on my bill. (no problem there). I was told that the watch would work independently from her X because it has its own number. She cannot receive, not send texts from the watch number and she cannot receive calls either. What is the purpose of a data plan w/o these basic features?
