I can't change my outgoing voicemail message, I've had problems in the past but always finally got it. I've tried 15 times or more in the last 2 days but nothing. What do I do?

I can't change my outgoing voicemail message, I've had problems in the past but always finally got it. I've tried 15 times or more in the last 2 days but nothing. What do I do?

Resetting to factory settings did not work for me.
Pressing 1 did reset my vm however the vm settings don’t reflect the change.
