screen is frozen

I tried to open an app and the app did not open instead is just froze the screen. I tried to restart the device but i cannot do that since the touch screen is frozen  it won't let me select the option to restart. how can i restart the device?

Hold the power button down until the device reboots. If you continue to have problems, try clearing that particular app's data/cache and rebooting again.
