Windows Live Mail to ATT Address Book

We have Windows 7 Pro on our desktop and use Windows Live Mail (WLM). I now have a Galaxie S4 Active running Android. I would like to sync my contacts through ATT Address Book (AAB). When I export my WLM contacts it creates an Excel .csv file. AAB will not accept that file format. AAB only accepts an Outlook .csv format. Without buying software how does one convert an Excel .csv file to an Outlook .csv file? I can't believe I'm the only one with this issue. Thanks.
