Let's start with resetting your network settings. Go to Settings > General management > Reset > Reset network settings.
If that doesn't work, let's try clearing your app cache and data. Go to Settings > Applications > Phone, then tap on Clear Data and Clear Cache. Repeat this process for the Voicemail app. Power your Galaxy Note 8 Off, wait 10 seconds then turn it back on. Try your voicemail again.
