My phone is a TCL. I posted incorrectly which I apologise for. The model is Alcatel 4060A. The IMEI isn't being recognised as an ATT phone. It most definitely is!
Yes I have had the same# for over a year and the phone is about that old but just recently started using a different# on it when my Samsung like was stolen. Changing the phone number shouldn't effect the EMEI.

If you changed the Gophone number, therefore account, it does matter, it starts The clock over on the 6 month lock. The system is simplistic. It doesn't know the phone was already used on another number. However it should still show the IMEI in the system.
Call 611, ask for advanced tech support. Make sure you are providing the correct IMEI number (not EMEI)

How old is this phone? Does it boot with ATT globe?
I only find records in Spanish, which may mean it was sold by the Mexican subsidiary of ATT. I find nothing from ATT in the US.

Well that makes a difference. Until a phone is used on ATT the IMEI is not in the computer system.
Have you used on ATT?
This phone was sold as a Gophone and requires 6 months of continuous paid Gophone service before it will be unlocked.
If you have not completed service requirements, it won't be unlocked.
