Are AT&T phones unlocked?

Are AT&T phones unlocked if they have been paid in full?

They can be unlocked once paid in full but it is not automatic. You have to put in a request to unlock here: https://www.att.com/deviceunlock/?#/

This didnt work for me.  It said my imei code was not valid but it is correct, on a phone acquired thru att, is fully paid for and not under any contract.  What now?

It says approved but I never recuved email saying condirmed nor the enail with the unlock code in it

AND to complete the unlock, you must put in a sim from a non-ATT company, then enter the unlock code on the screen. THIS IS A VERY IMPORTANT STEP. Without this step, your phone will be technically unlocked, but you will be unable to do a Jason Borne at the airport and insert a sim from another vendor. You must enter that code.

The unlock URL indicates 2 days to process the unlock. It's been over 2 days and it still says in progress. 

How long should I wait or is there a way to escalate a support case on these requests?

I submitted my unlock request over 2 days ago. The unlock URL indicates to allow 2 days for process - how long should it really take? is there a way to escalate a support case to see if there is a reason for the hold-up?
