U8652 fusion unable to turn on wifi or bluetooth

I just got a U8652 fusion and I'm unable to turn on the wifi or bluetooth connections. Wifi says error, tried turning it on  and goes right back to error. Bluetooth does the same thing without the error message. Tried to hard reset a few times and tried removing the battery for several minutes and still nothing. Any one have an idea. I would of took it back but I cant find my receipt.
