Tablets aren't phones. Only way to make calls or send texts is to use AT&T NUMBERSYNC and AT&T MESSAGES. You must have a primary phone number (actual phone, of course) to sync up. The tablet itself is data only.

The phone number is just for data purposes. Basically any type of device on the network needs a "number" so it can be identified and have access to the cellular network. For a tablet or hotspot device it's how those devices are recognized by the cell network for data only purposes.
