Tmobile phone with bad esn be activated on AT&T?

My phone recently broke and I have been using AT&T gophone.

 

A friend offered their old Tmobile phone from an account though that is unpaid/still on contract. same brand/modle as mine, galaxy s4

 

Will I be able to get it unlocked and properly activated by either T mobile or AT&T and be able to put my old Sim card in?

We can't speak for T-Mobile, but I will guess they will not unlock for use on another carrier until all financial obligations are paid off.  (ATT has the same policy.)

 

They may allow use on their own network as long as the phone has not been reported stolen or lost.  (Bad ESN would indicate that to be the case)
