Someone swapped sims cards on my phone what to do?

Someone took my att go sims card and replaced it with either a unused card or one that has been activated. If my phone won't dial out is there a way I can type the new sims card number onto my account settings and somehow get around having to call 611? Also if the one I now have is from a stolen phone will my phone be locked up as well? Thanks
