Samsung Photo Editor App not on my Galaxy note 2

Im wondering if anyone is able to download the samsung photo editor app. My phone didn't come with the App preinstalled and i am unable to download it. It give me the following error: " your device isn't compatible with this version."  Is there and update that im missing???
