Check out this support article on software updates for the Samsung Galaxy S9. This support article will help you install the update and even contains some troubleshooting tips. If that does not help we recommend contacting Samsung support as they will have more information regarding the update.

This should not be flagged as an accepted solution. My next step is to take my phone to an att store to see what they can do. My assumption is that they'll have to replace the phone .

Re : Software Update interrupted at 30% (I have this exact problem and my phone is 6 months old)
Here's my experience today: After all the usual troubleshooting steps, I called an AT&T support number. They connected me to samsung. The first time, I was immediately disconnected. The second time I got a person who said "with the new phone coming out, there are no solutions for this issue." (I didn't bother to argue how these two things weren't remotely related.) However they put me on hold to "look for a solution" Told me to download "smartSwitch" to my phone and call a certain number for further instructions. The person at THAT number said he knew nothing about it and gave me the number for the "Android" department.
The guy at this number answered without hesitation: Download SmartSwitch on phone and Computer and get the update that way.
The result of this action is that when the phone is connected and SmartSwitch recognizes it, it tells you if there is an update and give an option to download it. I did this and it said my software is current.
Who knows. Maybe people are up to date and that is why the updates stop at 30%. I do know this: no one I talked to today would begin to acknowledge this as an issue affecting lots of people. Nearly all of them seemed surprised about the problem. I doubt anyone at Samsung is working on any "patch or "fix" and will wait until they can just say "upgrade your device."

I had the reoccurring update problem. To fix it, I had my phone halfway charged. Completed the update. Turned off the phone completely. Finished charging the phone to 100%. Turned phone back on and no update problem.
