Not eligable to unlock

Why do I get the "not eligable to unlock" message when I try to use the request unlock code webpage? I purchased this phone at full price, no contract and paid in full.

Do meet all the requirements for unlocking? If you don't you'll get that message.

Yes, I do meet ALL of the requirements.

That is definitely not a requirement.  It clearly states in the requirements, that you be either a former or current AT&T customer.

Current customers often will ask for their devices to be carrier unlocked, so they can use local prepaid SIMs while travelling to foreign countries.
