I think the biggest problem is that you are using a phone made specifically for AT&T, and made to run only on their network bands. For LTE (4G), that LG phone only supports bands 2, 4, 5 and 12.
That's it.
Outside of North America, few other carriers in other countries use those bands. Even the 3G bands can be different enough that you won't get anything. Most African carriers use bands 3 and 7 for 4G which your LG simply can't get. Some also use 20, 38, and 40, but now we are way out of range.
How can that be resolved? The only option is to get a phone that supports the frequencies your carrier is using. That LG (or any phone for that matter) can't be changed to support frequencies it wasn't made for. It's a hardware limitation.

Hello @udujijeffrey,
We'd love to assist you with this! Is your device unlocked and on your account with the other carrier? Does your area have 3G/4G capabilities readily available? If 4G data isn't supported by your carrier or in the area, then the hotspot service likely won't be available. Please let us know. Thank you!

@udujijeffrey @joeldf Is spot on. The Phoenix is a cheap prepaid phone with 3g and LTE for North America only. It’s not a ‘world phone’ and not compatible with roaming. The phone has 2G bands that work out of the USA.
This is a hardware limit of then phone, it’s not something that can be fixed.
Get a different phone.

I understand that your current carrier has 3G and 4G. That's not what I'm talking about.
Your phone just isn't compatible with their 3G and 4G.
Every carrier uses a set of frequencies (known as "bands") to broadcast that 3G and 4G signal. Many Cell phones are made to pick up only a certain set of those bands - especially if they are made for a specific carrier. AT&T only sends their 4G signal over a specific set of those bands, and your phone is made to work with only 4 of those specific bands (I listed those earlier).
The carrier you are on now also sends their 4G signal out on a set of frequency bands. But they are a different set of bands that your phone cannot and never will ever pick up.
You do get the 2G signal, because those bands are shared between what the phone gets and what your carrier broadcasts. Many initial GSM (2G) bands were shared almost world-wide. 3G started to get a bit spread out with only a few overlapping bands, but 4G really spread it out so that different regions were all incompatible.
Of course, a lot of phones made today for the world market can work with all 10-20 some-odd bands that covers almost everyone, but your phone is not like that.

Thanks for responding to us @udujijeffrey!
Are you able to freely access you device settings and features? Is your mobile device able to make phone calls, text, and use available data? Does your device have the latest software update provided?
To test data connectivity on your cellphone, you can use our AT&T Troubleshoot & Resolve Tool/ LG Phoenix 3 by clicking onto which specific problem in the Service/Network Issues section, and then follow the steps to get your device fully functional.
If you continue to have trouble connecting to 3G-4G network in your area, we recommend contacting your current service provider for further assistance.
We hope you have an awesome day!

Hey Dwight how about you READ ALL THE POSTS before you post? You kinda look bad the way your posting the garbage troubleshoot and resolve tool. @ATTDmitriyCM this is becoming a issue as they are not reading what was posted before. The phone in question was made only for the us market there is no reason to make the op use the troubleshoot tool that in most cases is out of date anyway.

Same problem, and same answer. The cheap At&t androids will work in North America only for 3g, 4g and LTE.
NOT WORLD PHONES.
