Once I went over 15 gb I got a text from AT&T saying that all of my mobile hotspot data will be throttled to 128 kb/second no matter what until my next billing period. This is NOT what my plan says should happen.
Yes, it is. That is exactly what is supposed to happen when you exceed your 15GB hotspot allotment. Why that is not happening with the other phone, I can’t explain. You are confusing the possible slowdown to your phone after using 22 GB with the hard slowdown for hotspot after using 15GB of hotspot data. The message you are getting on the other phone is the one you should get after exceeding 22GB.
