I see there is a new Jelly Bean update for the galaxy express but for some reason my phone is not getting the over the air update, how can I update to Jelly Bean manually?

I have an express and I keep reading about a jellbean update but can't seem to get it. When try through my phone I always get failure to connect to server and when I use Kies it says I am up to date but I still have ICS. How do I fix this?
