GSIII Scrolling news and weather on the lock screen?

How do I activate this? I've turned the settings menu upside down looking for this option.

Go to settings> security> lock screen options> information ticker. Turn it on. Then touch the area that has the words "information ticker" to select whether you want news or stocks and other settings.
