BYOP Unlocking used at&t phone with an unactivated new sim card?

I have received my unlocking code, I have a byop sim kit from a local store.  Following directions directly I receive a different unstated message, unprovisioned sim instead of the expected type in unlock code. Does the sim card need to previously be active with a current number or provider?  I have a tracphone sim kit brand new from a store. Where may I find the unlock code request area so I may input and unlock?

Yes, you need an active SIM card.
