AT&T refused to unlock my prepaid phone

I have an AT&T prepaid phone which I have been using for more than six months. I tried lo unlock it online, but I got the Following message: "the device you are trying to unlock is active on another network. The owner has to remove it from their account first [...] If you are the owner, call ..." AT&T is deceiving and is not providing me with an unlock code for my SM-J320A. I contacted AT&T prepaid customer service and requested help, but AT&T employees refused to provide me with the code. "Other networks" are paying AT&T to be the service provider, but AT&T deceives customers. AT&T is no different than T-Mobile, not a very ethical company.
