voicemail iphone

I received this phone from my brother as a hand me down.  He had already set it up but I am unable to access the voicemail.  It doesn't give me set up voicemail option it only says to enter mailbox number or to leave a message enter the 

number of the mailbox.  The phone is a iPhone 5s.
