traveling and texting
have a question about texting and using wifi. If I'm traveling out of the country, can i text back home to the U.S. using wifi if I turn off Cellular Data? Also if someone from home texts me will i be billed for international ? Or will they be charged? All based on using Iphone IOS10

You can text over WiFi without charges if your phone has WiFi calling. You can also send iMessages over WiFi. Received texts are free. Neither you or the sender are charged.
