Will ATT wireless service let me assign a PIN to my phone SIM so that only I can port the number, if I choose to do so?

If this is allowed, how do I do it?

All postpaid accounts have a password, and a security PIN code. 
The FCC requires the account number and security PIN to port a number, no more or less.  There is nothing more that can be done.  
prepaid has a PIN and you have to call to get your unpublished account number.
