New Smart Limits Not working?

Anyone else having issue with the new smart limits not working?  Specifically not blocking texts during hours that are set like during school hours.

I've even turned off data on the device I want to limit to spur iMessages from getting through seems to still be getting through.

Also this new interface is not appealing "new smart limits" aren't anything but a refreshed look with a couple of preset times filled in that you may use to "block" things with.  Not at all appealing AT&T if this is what I am paying for perhaps I should just cancel the smart limits feature.

Just as a sidenote.....trying to use smart limits to block/limit iphone 5s using Ios 8.01
