Don't receive automated account verification text messages

I am not receiving automated account verification text messages, then I read in a post from T-mobile that this can be taken care of at the provider

 

This is bad, why the provider is withholding short messages???? from being delivered

 

I am having this issue with my  AT&T phone

 

How do I get support help on this ?
