Apparently when AT&T contractor laid down the fiber lines they clipped Vectren utility power line. Last week our house could have burnt down when we lost power and several power strips burnt. It blew several electric breakers in the box which had to be replaced. How do I file a claim for damages?

Most likely, no. If your account is suspended, that means you are in arrears of paying which includes your insurance payment.
