Can i restrict data usage on one device for longer than a month at a time?

I am not aware of any method to do this. The usage reset at the end of each billing cycle causes all the methods I know of for you to suspend data usage to also be reset. About the best method you could do would be to use the "parental controls” features of the user's smartphone to restrict the data usage.
