What is wrong with you ATT?? - yearly renewal of business account

I tried to renew my business account with the same terms as before - what a joke, every year I go through hours of phone calls with multiple people, this year has been the worst of all - Now I can't get to talk to an actual person because my bill is past due and the system won't let me talk to a live person until I pay.

How do I get to talk to a person and get them to renew the contract right the first time?
