Porting a telephone number

Although the FCC requires that telephone numbers be ported within 24 hours (http://www.fcc.gov/guides/portability-keeping-your-phone-number-when-changing-service-providers), AT&T has estimated 16 days for a simple port (16 days includes three already-missed estimates). The President's Office has failed to resolve this complaint.  Do I have any other recourse?

Is this residential or commercial?

Is this AT&T as the new service provider or the old?

Is there a block on the number to be ported?

If your previous service provider was not at&t then yes it can take quite some time for your old provider to release your number. If so have you informed your provider? have you paid your bill up to date? (some providers have been known to hold the number until the final bill is paid in full and any equipment returned).

Which they are allowed to do under the rules the OP linked.
