Tone vs Pulse

I have an AT&T cordless phone with answering machine, Model # EL52345, SN # [edited for privacy – please do not post personal information]

I am not able to make out going calls, when I dial the number the dial tone does not cease.  I saw questions regarding this and it stated to make sure phone is on tone.  On my handset "tone" is on the (*) key.  I don't know how to change

The * key if for temporary tone if the phone is set to dial pulse.  To set phone to tone follow the set up in the manual here it's found on page 18. What are you hearing when you try to dial, tones or clicks or nothing? You don't say if it ever worked, if it did and quit and you have u-verse try resetting the modem.
