why does the phone always show voicemail msg. via phone co

Did all that already. The message disappeared but now has returned. I am using ATT Uverse which I believe is connected via the internet. Would that effect what is happening? We replaced our old Panasonic with the newer model. As soon as I plugged in the new phones, the message appeared. Never a problem with the previous model.
