Extreme static on the line for about three weeks.

Assuming this is a traditional POTS line, since you don't say.  First thing to do is test it from the NID, googling NID will give you the different types out there, if it's bad at the NID report to the phone company, if it's good than it's in your equipment or home wiring.  Here's a video found via google, I'm sure there's much more out there.  You should be able to access your account and it will help you through trouble shooting whatever service you have.
