Unable to create account log-in

how do I obtain a validation code to create a new ID & password (to be able to view my account online) when the email address is out of date & phone line is out of order?

We're happy to help! You can create a new user ID for your account here. There is also helpful information for changing your ID and forgotten password. Can you give us more details about your email and phone number? Are you saying both of those are no longer active?
