What's the difference between AT&T Pre-Paid Plan and AT&T Pre-Paid Refill cards?
I know that both Pre-Paid Plan ($35 before autopay) and AT&T Pre-Paid Refill card (specifically looking at $45 refill card) have unlimited talk and text. The only difference is that the $45 Refill card can be used for 90 days while the Pre-Paid plan is meant for one-month billing cycle.
This is for my elderly family member that doesn't use data but uses at least 400-900 minutes in the US.
What's the difference between the two?

Refill cards are just a way to pay for service, nothing different. You can use a debit or credit card.
The method of payment does not determine how long before expiration, the amount of refill does.
The expiration refers to how long an amount lasts on a pay per use plan ($2 per day or 25¢ per minute.
If you choose a monthly plan (30 day plan with unlimited talk and text) you have 30 days, not 90.
If you purchase a SIM card it should come with a paper with terms of service. Read section 4 about refill expiration’s.
Based on the usage of 400-900 minutes a month, you want a $30 unlimited talk and text plan. The $35 card is more than sufficient. The $45 card will mean you have $10 sitting unused in the account.
