Prepaid LTE speed question

Just got a 6GB prepaid plan and the LTE speeds are super slow.  Yesterday I had 4 bars of LTE in line-of-sight of the closest AT&T tower and I still couldn't open a simple webpage. Another family member with postpaid service was getting 10Mbps up and 12Mbps down at the same time but I couldn't get the speed test to work.  He has an iphone and I have a G5plus.

Are prepaid plans throttled or is there something else I should be looking at?

The 6GB plan is not throttled.  You should get full speeds.  There may have been an issue with your phone connecting with the ATT tower or sometimes the phones may lose signal and take a while to reset.  I have had that issue and have had to either flip over to airplane mode or turn the phone off and then back on to get a signal.   If you were not in a roaming area or area of no service, you should have gotten full speeds.
