Why does ATT Speed Test show my Full Bandwidth, but every other speed test show barely half that?

So, My connection really slow, I pay for the 25meg, but Youtube rarely works without caching, Netflix, or Amazon Prime never got into High Def Mode. It takes an hour to download a 250 meg file from just about any website.  Google and Speed test all show around 12mb per second and it fluctuates wildly.  But the ATT Speed test shows 30mb on the money!|

So, nothing is wrong. right?
I believe that Net Neutrality is dead now.  Att is limiting all other providers and it freaking s-u-c-k-s!

9 months later and the issues still abound. 
Speed Tests, outside of the ATT speed test, never see any speed above 12 meg, ever. 
Youtube and Netflix still Cache in the middle of videos, forget watching anything at 1080p, it is not happening, usually 640 is the best I can get.  And don't tell me it is ALL my computers and phones, it only happens when I use the ATT Uverse internet in my home, yet the ATT Speed test shows 30meg every time. 
Again, I believe ATT is limiting speeds of providers intentionally, they killed Net Neutrality. 
I can prove it, if I switch my router over to my backup Verizon hotspot, we can Stream 4k videos without a blink and get 50-60 meg on all speed tests, on all computers, and all phones, on the exact same network.  Switch back to the ATT Uverse Modem and it is about useless. 
I wish I could get Spectrum or Comcast where I live.  I would never use ATT again, EVER.

So looking at this and ATTKevin marked his own response as the "SOLUTION".
Kevin, it is NOT the solution, Please remove your post as the Solution, it is not SOLVED.
And will only be solved when I can drop ATT and get a better provider,  AOL Dial Up is freaking faster.

@dpfreak42your original post was almost a year ago with no response from you after giving you advice he clearly said try this link and if you still have issues then you can contact him.

at&t killed net neutrality? no it was the FCC and its comical you blame at&t for limiting other providers.

Net neutrality is dead — at least for now. In a 3-2 vote today, the Federal Communications Commission approved a measure to remove the tough net neutrality rules it put in place just two years ago.
