Based on these stats what should my expected download speeds be?
I have a U-verse VSL2 Internet service. I have the 24/3 Internet plan.
No phone just Internet and TV.
Arris nvg589 broadband modem
Hardwired I am getting 25-30Mbps, wireless is average 13-14Mbps

Looks like bad line quality there. Suggest getting that looked at .
Your speed should be close to the sync rate values. Since you have bonded pair, add both lines to get aggregate speed .
BTW, your service profile looks to be 50/5 or thereabouts. The upload numbers look a bit off. Check your bill or myatt app.

I have the ATT 24 Internet plan as part of my Uverse TV package. The bonded figure confused me , unless this is normal and somehow my Internet bandwidth is managed differently than what the gateway is showing.

No matter, until att cleans up that line, all bets are off.
Att provides several tools to measure speed such as smart home manager. You can use it as a means to confirm proper operation of the service.

Actually, I wouldn't say this line is all that bad. It's long, which is why it's bonded pair for a 25 Mbps customer (and based on the high attenuation). And yes, there are significant FEC, but I'm not sure they're over 100 per minute. There's decent "headroom" between the sync rates and the possible sync rates.
@swroberts, Does the 25 Mbps hardwired concern you, or is it the ~13 Mbps wireless? And is that 25 Mbps while watching HD TV or just any time?

The OP hardwired internet is great, subscribed to 24 and receiving 25 ir better... No line issues if receiving speeds hardwired.
There is no guarantee on wireless speeds... Interference from other units, construction material, distance, etc all can affect wireless speeds.
The OP gateway is a 589, 2.4Ghz b/g/n wireless only, not a dual band gateway. A crowded 2.4Ghz wifi enviroment dropping 40% to 50% is not uncommon.
May want to invest in a dual band router or WAP, inquire about a dual band gateway or hardwire everything you can.

I'm deferring to you on this one, but the number of FEC errors strikes me as horrible and there are also CRC errors present as well.
