iPad mini international data plan -

AT&T reps don't know what's going on and I have been given 2 different answers to the same question - within what time frame can I actually cancel the iPad mini pre-paid international data plan and get a full refund?  is it 15 or 20 days, from date of purchase, or from start date?  one said I was good and process my refund request because I paid but haven't used so ok, while the other one said I actually have been charged because it has been canceled so no refund - which is totally wrong and bogus - their policy is to take my money first - not later - I am very upset, no one seems to know what's going on.  And this is not the first time.
