Unstable Internet

I've had issues with internet for nearly a year. It started with high latency (See previous post here), which I resolved on my own after too many technician visits to count. During one of those appointments, a tech replaced my modem, which only created more problems. After the modem was replaced, my internet started just completely disconnecting, usually many times a day, and it went on for months. No matter how many technicians came, none could find any issues, and some never came to the door, didn't leave a paper, just nothing. Finally after many more visits and months of basically paying for non-existent internet, a technician finally came and replaced the modem. After that it stopped disconnecting, but now it just seems so much slower. For example, I use Discord to talk to friends, and normally for voice chats my ping is around 27-30ms, but sometimes it'll spike up to 300+. A couple times it's even gone as high as 50,000 when I had a game running at the same time, which normally doesn't affect my ping too much. Just a little bit ago it shot up to around 11,000 with a bit of packet loss. I've tried everything I could think of, reset the router, configured ports, disabled ipv6, etc., nothing seems to be working. It also seems to be every night now that the higher spikes happen.
