Speeds with upgrade are slower than expected.
Prior to today, I had been on the 12 Mbps tier. I was lucky and was seeing real world speeds of 15-15.3 Mbps down and .95 Mbps up daily.
Today I upgraded to the 18 Mbps and saw our speeds jump to...15.7 Mbps down and .95 Mbps up.
I had been hoping to actually see the speed upgrade to at least meet the advertised speed, if not exceeed the advertised speed by the same margin.
Is this worth making a fuss over? Should I bother having a tech come out and possibly not have anything done and be charged $99 for the trouble?

Okay, you are an ADSL2+ (vs VDSL2) customer. Which means you have a longer loop and will have more limited bandwidth offerings.
Judging by:
Downstream Sync Rate (kbps) 17997
Upstream Sync Rate (kbps) 1020
SN Margin (dB) 6.4 9.6
You are configured to get 18/1, which is the best you can do with ASDL2+ and you can't be overprovisioned. And I'd expect 17 Mbps but am not terribly suprised to see you below 16. Likewise, 12 Mbps and 18 Mbps both have a nominla 1.0 upstream bandwidth, so there's no improvement to be had there.
Likely you were overprovisioned with your prior 12 Mbps service, so you were getting speeds above the nominal rate. In your case, I'd probably go back to paying for 12 Mbps. Hopefully, they'll return you to being overprovisioned.

1) What is your brand/model of Residential Gateway (RG or Modem). I'm betting Motorola/Arris NVG 510.
2) Can you go to your RG at 192.168.1.254, navigate to the Broadband page that has your sync rates and copy and paste them in a reply so we can see them?

@TK21212 2 things I see, first is your download sync is 17997, can't get 18M w/this. Second your S/N at 6.4 is pretty low for great service. There has to be some overhead at 17997, so 15.7Mbs is about the best you'll get.
Personaly I'd go back to 12M internet and save the money since you can't get above 15.7M.

Darn, I was hoping to see the same margin of improvement as we're only about 1500-2000ft from the central office.
