NAT/Gaming Port Forwarding is set up correctly, but isn't working

Hello, So I am trying to run a Minecraft Server, so i need to port forward 25565. I followed the steps to open a port using the NAT/Gaming custom service, and it USED to work  as of months ago, but when I tried recently it doesn't open the port. I tried contacting att through chat, but they were also not able to get it working.

 

Any suggestions on what to try?

I go to a port open checker website and it just states that its not open. Otherwise, when I try to run a server it crashes since the port isn't open.

An open port checker needs to see something respond to the request to report it's open, even if the firewall allows the traffic.  The server should not be able to tell if the firewall has the port open; if you're getting an error when you start the server that says the port isn't available, it's telling you that some other process owns the port and that it can't open it.
