Why doesn't the nvg589 with a battery put out wifi signal when power is off?

I am aware of the stock answer that ATT gives. My question is if it can run a phone for 4 hours why couldn't run the wifi for a while. From research I have found several uses of this RG that are able to run wifi. This is just one of those things that ATT wants to control.

Actually, that is completely inaccurate. While the 589 CAN do that, wasting the battery on wifi gaming and then the VoIP being dead when you have a fire or medical emergency, that's the issue. AT&T has to continually make adjustments for the fact that a lot of customers aren't very bright and don't recognize that the battery backup is for emergency communication and not a substitute for a stable power company. It seems to me you are blaming the wrong utility.
