can't receive my email from Japan
I can send out email to Japan (from the US).
However, even when the recipient attempts to respond directly to my email, the email is blocked by At&t.
The Japanese sender receives an error message.

What does the error message say? The bounce message the sender receives usually give some indication of the reason (albeit sometimes cryptically). That hopefully will (may) shed (some) light on diagnosing the problem. But at this point, with no information, you cannot at this point definitively say ATT is doing blocking.
