ISP fail connection: http://start.att.net

This trouble was intermittent for months...but today it is complete failure to connect for hours.  I have Uverse hi-speed DSL (18 mbs dwnld) and UVERSE TV pkg 408...what is wrong.  Have had Email access thru ISP http://start.att.net/   before 2016 had ISP thru ATT Inc...at https://att.yahoo.com...
