I cant pay my bill till after my due date do to payday line ups. Is the 9 dollar fee a 1 time fee for that month or is it like for every day you don't pay?

According to the fee schedule, it's a one time fee ($9.25).
If your service gets disconnected because of non-payment, there's a $35 restoral fee.
